DAVID GAIMAN

David Gaiman is hereby declared a SUPPRESSIVE PERSON due to his actions for years to sabotage the tech and dissemination of Dianetics and Scientology.

Gaiman not only perverted LRH PR Tech, squirrelling it by issuing off-beat PR course check sheets and "reinterpreting" LRH, he attempted to place himself as "source" on PR tech and to place LRH tech in disuse for years. Gaiman's directives and issues actually created PR and Legal situations for the Church by urging mindless attacks on government and non-government groups with no rationality except that they "must" be attacked. This in itself is fully contrary to the tenets, codes, and mores of the Church.

"FIRST POLICY

The first policy of a Scientology Org, laid down on about 8 or 10 March 1950, is: MAINTAIN FRIENDLY RELATIONS WITH THE ENVIRONMENT AND THE PUBLIC."

While falsely promoting that he was "pushing" correct Church policy on Public Relations, Gaiman was not. He wrote his own ideas into many long Guardian Orders which were pushed throughout the Guardian's Office by him while negating Source PR technology.

Gaiman wrote and prepared the "PR" volumes produced by GOWW in the mid 70's. These squirrel volumes contained masses of Gaiman GO's, perverting and obscuring the actual Source policy and promoting Gaiman's squirrel practices.

Gaiman was developing the squirrelling tech hoping to increase his own self aggrandizement, status and popularity instead of getting in Source tech.

LRH says in PR Series 2 (HCO PL 13 Aug 70 Issue II, "THE MISSING INGREDIENT"):

"When an enforced Communication Channel carries only lies then the Affinity caves in and you get hate. For the R is corrupted."

"So the first lesson we can learn that enables us to use PR safely is to KEEP A HIGH R."

"So there is a technique known as public relations.

"... if one strictly attends to the values of truth and affinity, he will be able to communicate and can stand up to the strain."

And in Science of Survival, Book 1 Page 35, LRH says:

"This is the pecularity of theta: in lieu of the cohesion, matter, and force laws of the physical universe (MEST), thought (theta) has to have affinity, reality, and communication to survive."

NOW here is the SQUIRREL PR technology of David Gaiman which he taught at the very beginning of the PR Course, giving monstrous false data to hundreds of students coming from all over the world to do his-mandatory "PR Training Course": (Excerpted from Gaiman issue: "WRITE UP OF EVENTS" contained in his "PR Volumes" used by the students)

"Two things I learned, if it's a 1.1 game, then we must be better at being 1.1 than anybody, and the other thing I learned was that these guys cannot complete a comm cycle, so that you can Q&A in any way you like, and who can Q&A better than us? And it doesn't matter what you do as long as you are not put at effect, so that the thing to do, as soon as you feel yourself put into effect, is not to be rational or justify anything, but attack."

Gaiman goes on, as regards to handling individuals with his squirrel brand of PR:

"So I said, 'You bastards, I expect a standard of courtesy and good behavior that we have come to expect in this place. ... I happen to be the Press Officer and I don't like you. That's why you're not allowed here, it's purely personal. I think you're a turd. Do you know what a turd is? A turd is a piece of (obscenity deleted), that's what you are - a little (obscenity deleted). Now, (gross obscenity deleted) off:" (end of Gaiman quote)

You can easily imagine the severe adverse effects that Gaiman's students were harvesting on their posts after his "training".

Gaiman required others to look up to him instead of to Source. Interestingly, Gaiman presented himself as mild mannered and quite sociable to the staff members he affected with his false data to further encourage them to follow his own squirrel PR tech.

Here is a basic of Scientology:

"Without a high degree of liking and without some basis of agreement there is no communication." (Ref: LRH PAB 83 "THE CONDITIONS OF EXISTENCE")

"When we say 'Life' we mean Understanding, and when we say 'Understanding' we mean Affinity, Reality, and Communication." (Ref: LRH Dianetics 55!)

"Occasionally you'll find a scene wherein a person's or area's PR is greater to him than his production - PR, personal PR, means more than production. And that is a characteristic of a suppressive. He'll fog the situation up with big PR about how good it is so it can't be handled." (Ref: HCO PL 15 Mar 77R "DATA SERIES 41R")

Under Gaiman's direction throughout the late 1970's and early 1980's scores of "GO books" (not by the Founder of Scientology but written by GO staff or outside authors) were produced and disseminated by PR WW. In collusion with then DGF WW, Herbie Parkhouse, Gaiman had these books and pamphlets forced onto orgs in large amounts (London Org to this day has many hundreds rotting in its stock room). The orgs were forced to buy these from their HCO Book Accounts in direct violation of HCO PL 6 Oct 66 "ADDITION TO BOOK ACCOUNT POLICY" using an illegal BPL written by the GO, and pushed them through their org bookstores. These PR publications were thus pushed to the wrong public at the expense of stocking, displaying and selling LRH books.

Gaiman's out tech and destructive actions actually created needless PR and Legal situations. He pushed the destructive false data that "public relations means attack". Gaiman always required that constructive PR campaigns on Dianetics and Scientology be made low priority when Dianetics and Scientology flourishing and prospering creates the best PR and is what drives the real SPs wild.

"'Soft sell' is another recommendation of the SP."

"When somebody is demanding less reach, that person is an SP." (Ref: HCO PL 7 Aug 65 "SUPPRESSIVE PERSONS, MAIN CHARACTERISTICS OF")

Gaiman condoned extensive off Source criminality within GOWW (since rooted out by Sea Org Executives). Not only that but he expended much staff time, energy and money defending and "PRing" that criminal off Sourceness and those responsible. In doing so he committed the most serious of offenses in handling PR - lying (basing PR handlings on or over a falsehood).

Per PR Series 2 by LRH:

"NEVER USE LIES IN PR. "

Gaiman squirrelled this policy letter in all respects. His own squirrel PR issues were in fact simply his "successful actions" on how to PR over a lie or lies.

While Command Intention was to campaign for overwhelming public popularity, Gaiman invested his energies and his network's resources in defending criminal activities and doing PR actions that rarely, if ever, contributed to the purpose of orgs.

Those who committed the illegal acts and whose acts Gaiman sought to "PR" as something other than what they really were - have been purged from the Church, as these acts were wholely contrary to the policies, codes, and mores of the Church and were never sanctioned nor condoned in any way by the Church.

For years Gaiman in partnership with Herbie Parkhouse ran the St. Hill canteen right on the org lines of AOSHUK, St. Hill Foundation, FOLO UK, GOWW and GOUK. The Gaiman/Parkhouse monopoly was enforced heavily (on one occasion the Estates SH tried to install a coffee machine at AOSH UK and was forced to remove it by Gaiman and Parkhouse). Using a form of subversion they engineered having Herbie Parkhouse (holding a senior finance position at the time) refuse to approve org purchase orders (forms used to obtain financial approval on necessary expenditures) until the org got rid of their coffee machine as it was viewed as "competition" to their canteen monopoly. It is to be noted that the Purchase Orders not OK'd during this suppressive games condition were bare basics, for instance toilet paper and lightbulbs. Prices in the Gaiman/Parkhouse canteen were highly inflated and alternative facilities at St. Hill were suppressed out of existence. In actuality the pay of staff was cleverly channelled right into Gaiman's and Parkhouse's back pocket instead of the canteen operation being run for the benefit of staff and public by the org.

Additionally Gaiman pushed his vitamin business (G&G Supplies) through outer GOs even into other continents using GO staff as his salesmen and distributors. He employed GOWW staff to moonlight in this business also. This use of his status and post position for personal gain is highly contrary to policy and listed as a crime per Scientology justice policy.

A recent issue of Gaiman's vitamin business letter was found on org premises promoting health centers headed by known squirrels encroaching upon UK orgs and a non-Church purif center.

Gaiman put up a "PR" front of being quite friendly and sociable. His actions and products as laid out in this issue and confirmed by direct inspection, documented evidence, reliably witnessed reports and his own admissions belie this. His activities exemplify the tone level of 1.1 (covert hostility). This is confirmed by a history of sexual misconduct contrary to the codes and mores of the Church over many years. He has engaged in this while legally married in disregard of Church policy on the matter. This was a compromise to his position as a senior Church executive at the time and Gaiman withheld this for years closing the door on any hope for personal gain due to his out ethics.

"Around 1.1, we reach the level of covert hostility. ... All manner of subterfuges may be resorted to. The person may claim to love others and to have the good of others as his foremost interest; yet, at the same moment, he works, unconsciously or otherwise, to injure or destroy the lives and reputations of people and also to destroy property." (Ref: Science of Survival, Book 1 Page 56)

"To such people the perfidious and twisted practices of subversion have an enormous appeal. It gives them the 'right' to practice Free Love and general promiscuity and, by destroying the Church and other institutions or by holding these as nothing, sets them above any necessity to conform to an existing social order." (Ref: Science of Survival, Book 1 Page 163)

"The anti-social cannot finish a cycle of action.

"Such become surrounded with incomplete projects." (Ref: Introduction to Scientology Ethics Page 12)

In late 1982 Gaiman got himself involved in "helping" with the UK DMSMH campaign but again put his "know best" and squirrel PR tech into the line by altering promotion surveyed according to Church policy which had been successful, resulting in its failure.

"Helping others is an activity which drives the anti-social personality nearly berserk. Activities, however, which destroy in the name of help are closely supported." (Ref: Introduction to Scientology Ethics Page 13)

David Gaiman is guilty of the following SUPPRESSIVE ACTS.

1. PUBLIC DISAVOWAL OF SCIENTOLOGY OR SCIENTOLOGISTS IN GOOD STANDING WITH SCIENTOLOGY ORGANIZATIONS.

2. PUBLIC STATEMENTS AGAINST SCIENTOLOGY OR SCIENTOLOGISTS BUT NOT TO COMMITTEES OF EVIDENCE DULY CONVENED.

3. PRONOUNCING SCIENTOLOGISTS GUILTY OF THE PRACTICE OF STANDARD SCIENTOLOGY.

4. ENGAGING IN MALICIOUS RUMOUR-MONGERING TO DESTROY THE AUTHORITY OR REPUTE OF HIGHER OFFICERS OR THE LEADING NAMES OF SCIENTOLOGY OR TO "SAFEGUARD" A POSITION.

5. ACTING IN ANY WAY CALCULATED TO LOSE THE TECHNOLOGY OF DIANETICS AND SCIENTOLOGY TO USE OR IMPEDE ITS USE OR SHORTEN ITS MATERIALS OR ITS APPLICATION.

6. NEGLECT OR VIOLATION OF HCO PL 7 Feb 1965 "KEEPING SCIENTOLOGY WORKING".

7. VIOLATION OF BOOK ACCOUNT POLICY PER HCO PL 6 OCT 1966RA ISSUE II "ADDITION TO HCO BOOK ACCOUNT POLICY".

8. SEEKING TO SPLINTER OFF AN AREA OF SCIENTOLOGY AND DENY IT PROPERLY CONSTITUTED AUTHORITY FOR PERSONAL PROFIT, PERSONAL POWER OR "TO SAVE THE ORGANIZATION FROM THE HIGHER OFFICERS OF SCIENTOLOGY".

9. FAILURE TO HANDLE A PERSON DEMONSTRABLY GUILTY OF SUPPRESSIVE ACTS.

10. SEXUAL OR SEXUALLY PERVERTED CONDUCT CONTRARY TO THE WELL BEING OR GOOD STATE OF MIND OF A SCIENTOLOGIST IN GOOD STANDING OR UNDER THE CHARGE OF SCIENTOLOGY SUCH AS A STUDENT, A PRECLEAR, A WARD, OR A PATIENT.

David Gaiman is declared a SUPPRESSIVE PERSON. He is debarred from advanced courses forever. He is not eligible for training or processing nor may he enter any Org, Mission or Group premises.

Any Scientologist found to be maintaining a line with, offering support to, or in any way granting credence to David Gaiman and his actions or motives is also subject to declare and denial of further service.

His ONLY terminal is the International Justice Chief.

He is advised to consult HCO PL 16 May 1980 ISSUE II, "ETHICS SUPPRESSIVE ACTS, SUPPRESSION OF SCIENTOLOGY & SCIENTOLOGISTS."
