HCO Ethics Order EO 39
31 Dec 2002

(Martin Ottmann)

HCO ETHICS ORDER

19 April 1968
EO 39

To: All Concerned
From: HCO Area Officer London
Subject: Suppressive Person

GEORGE HAY of 411 West Green Road, Tottenham, London N14 stated in a letter, 5th April 1968 to Ethics London that "it would be unethical to disconnect from Frank Manley and Maryann Taylor" and further stated that not having "confidence in current Ethics actions" he felt it would be wrong to disconnect from Peter Goodwin.

George is therefore guilty of the Suppressive Act of "continued adherence to a person or group pronounced a Suppressive Person or Group by HCO" (HCO PL 23rd Dec 1965).

George Hay is therefore declared to be a Suppressive Person and an ENEMY to Scientology.

(1) He may not be trained or processed.

(2) He may not be communicated with.

(3) He may not enter the premises of any Scientology Church.

All persons connected to George Hay are declared to be Potential Trouble Sources and suspended from auditing and training until they have handled or disconnected from him.

By his own actions George Hay has taken himself off the only road to Total Freedom.

The formula for Enemy is "Find out who you really are."

This is an old enturbulator. Does Intelligence take them [sic] up for crimes? Does Int keep the [?] name file for name frequency up to date. [Illegible] and then find a crime and prosecute? Best,
