The following was an exhibit in the Heber Jentzsch deposition in the Fishman/Geertz case. I assume it has also been used for the Tabayoyon declaration.

RPF'S RPF ASSIGNMENT
Mike Silverman

Mike Silverman, PES AOLA, is hereby assigned to the RPF's RPF per Flag Order 1701 RPF Series 14 THE RPF's RPF.

In FO 1701R, The RPF's RPF, reference above, LRH states: "The RPF's RPF is a step more severe than the RPF. To it are sent those who severely disrupt the progress of others on the RPF or those who commit gross out tech in the RPF or who by their actions prevent others from redeeming themselves of who have demonstrated no progress towards redeemption [sic] themselves. Persons may also be sent straight to the RPF's RPF for exceedingly gross and destructive goofs." -- LRH

He is assigned as an OVERT PRODUCT MAKER.

It was found that Michael has committed numerous, gross Financial Irregularities on his post as PES AOLA. It was also found that he has a repeated history of this and has made no ethics change in the the area. He was also found to be a source of instigating the misuse of credit cards for Church services.

These finance irregularities extend far back as 1983 into pt.

Investigation and rollbacks of various regs and other church members show him to be the main source of squirrel and off policy handlings of parishioners finances resulting in the field being muddied up by his actions or the perpetrators of his actions. These financial irregularities have placed Scientology and Scientologists at great risk.

There are reports on file of approx 160 cycles which he was directly or indirectly (by reason of executing or spreading the destructive action of "anything goes on GI" or that a particular type of finance irregularity was okay by his actions). He set himself up as a "whiz on logistics" and involved many people in his suppressive acts.

By his own admission he came up with the idea of the main finance irregularity that was choking the income of the orgs and tying up the regs and FSMs in an out ethics activity that had nothing to do with their functions as laid out in LRH policy.

A mission was fired in to clean up the reg lines in PAC and get the regs and FSMs into flat out honest production. He was given the opportunity to get onto honest production, come clean and get on source. Instead, he chose to crash his area's income the first week of the mission.

A very thorough investigation was done of his background. As covered above he has a flagrant history of finance irregularities. He forwarded the idea that he could not be replaced because he was so valuable on the income lines.

This was incorrect. His true actions and intentions have been found out.

While the mission was in the org, he counted GI as in when the check was not good which was then discovered by another staff member. He also tried to coerce a recently cleaned up FSM to engage in the exact same finance irregularity that the mission was here to handle.

He failed in his attempts to sabatoge [sic] the actions to get regs and FSMs and income lines honest and straight. Both of the above actions were reported by those he tried to involve.

Michael was then given the opportunity to go to the RPF. He was R factored on this and told to do the proper writeups so that he could avail himself of this opportunity. His response to this was to attempt to undermine the mission to the remaining Div 6 staff verbally in a muster to them. He had also run enemy lines between the Div 6 and Div 2 staff thereby trying to cut the coordinated push of the two divisions together the drive income and bodies into the org.

He failed in all these attempts and has been discovered.

His destructive actions have no place in PAC. He has demonstrated his destructiveness and treasonability [sic] to AOLA and other Church members. He is therefore assigned to the RPF's RPF.

It is hoped that he will take this opportunity to fully redeem himself as a Sea Org Member.

He may request a Comm Ev if he so wishes.
